Description: Castle creek condominiums, gpa, spa, rez this a request for a specific plan amendment (spa 06-007) for circle r resort specific plan (sp 77-04) areas i, j and l linked with a general plan amendment (gpa 06-011), rezone (rez 06-013), and tentative map (tm 5514) for the construction of a 63-unit senior residential condominium complex and 167 parking spaces for the adjacent golf course and clubhouse on 4 gross acres. the proposed project will consist of 7 buildings on one lot. the project site is located at 8797 circle r drive in the valley center community planning area, within unincorporated san diego county. the development site is currently developed with a parking lot for the clubhouse and golf course; the area currently housing the golf maintenance facilities; and the existing tennis courts. the site is currently subject to the general plan regional category semi-rural, land use designation village residential (vr-20). the project proposes changing the land use designation to (s22) specific plan. current zoning for the site is c42 commercial and (s88) specific plan (areas j and l). the project proposes retaining the s88 zoning designation within planning area i although it will be expanded to include some portions of planning areas j and l. a rezone from (s80) open space to (s88) specific plan is requested for the portions of planning areas j and l that are proposed for incorporation into planning area i. the zoning on the remaining portions of planning areas j and l will remain (s80). the site contains a "b" community design review designator and a "p" planned development designator. the development would require the removal and relocation of an existing parking lot, golf course maintenance facilities, and tennis courts. access would be provided by a private road/driveway connecting to circle r drive, a public roadway. the project would be served by sewer and imported water from the valley center municipal water district. earthwork will consist of cut and fill of 15,000 cubic yards of material. the following project design considerations are also being implemented to minimize environmental impacts: retention of two existing open space easements established for the preservation of cultural resources, porous pavement in parts of the parking lots to minimize runoff.
